WASHINGTON -- Two female officers entered the demanding Marine Infantry Officer Course this week ? only the second time in the history of the course that women have been allowed to compete to become ground combat leaders ? but neither passed the grueling obstacle course on Thursday, military officials said.

The women made it through the first few days of the course.

Of the 110 students who began the course this week, 96 are still enrolled ? the women were joined by 12 of their Marine brothers who also failed to complete the obstacle course entirely or could not complete it in the time allotted.

The Marine Infantry Officer Course is 10 weeks of intense field training at Quantico, Va. Marines are tested to endure rigorous physical tests and written exams with little food or sleep, all of which push the men and women to their physical and mental limits. About 400 Marines take the course each year, and one in four drops out.

In January, former Defense Secretary Leon Panetta directed the U.S. military chiefs to study whether more combat-related jobs could be open to women.

The military services must report back to Chuck Hagel, Panetta's successor, with their findings by May 15.

Months before Panetta?s directive, the Marine Corps asked for women to volunteer to try the course as part of the ongoing effort to open more military billets to women.

So far four women have volunteered, but none have successfully completed the course.

Two female lieutenants entered the course last September ? the first women ever allowed to do so. While both women eventually dropped the course, one of them made it well into the second week before an injury forced her out.

The two women who volunteered for this latest round will not likely be the last.? A U.S. military official tells NBC News that five more female Marines are already waiting in the wings to enter the course this summer.

Argentina puts forward alternative payment plan in bond dispute

NEW YORK (Reuters) - Argentina is pitching an alternative payment formula to a U.S. appeals court that would allow it to resolve litigation with creditors holding defaulted bonds for which they are demanding to be paid $1.33 billion.

In a filing late on Friday with the 2nd U.S. Circuit Court of Appeals in New York, Argentina proposed to pay creditors who did not participate in two restructurings through a choice of bonds equal to the debt's value at the time of the country's 2002 default, or through discount bonds.

The offer was under the same terms as those offered to creditors during a 2010 debt swap, a deal already rejected by the holdouts, who are seeking full payment immediately.

And the par-value option was only for investors with less than $50,000 in face value bonds, effectively meaning the hedge fund plaintiffs pursuing the case could really be compensated under Argentina's plan only by taking a big cut to their possible recovery.

Elliott Management affiliate NML Capital Ltd, one of the lead plaintiffs, stands currently to receive $720 million from Argentina following a New York judge's order in November, according to Argentina.

But Argentina's discounted bond formula would provide NML a value of just $186.8 million, according to the filing. Argentina estimates NML paid about $48.7 million in 2008 for its stake in the bonds.

"The Republic is prepared to fulfill the terms of this proposal promptly upon Order by the Court by submitting a bill to Congress that ensures its timely implementation," Jonathan Blackman, Argentina's U.S. lawyer, wrote.

The filing was the latest development in the long-running litigation spilling out of Argentina's $100 billion sovereign debt default in 2002. Around 92 percent of its bonds were restructured in 2005 and 2010, with bondholders receiving 25 cents to 29 cents on the dollar.

But holdouts led by Elliott Management affiliate NML Capital Ltd and Aurelius Capital Management have fought for years for full payment. Argentina calls these funds "vultures."

In October, the 2nd Circuit upheld a trial judge's ruling by finding Argentina had violated a so-called pari passu clause in its bond documents requiring it to treat creditors equally.

U.S. District Judge Thomas Griesa in Manhattan subsequently ordered Argentina in November to pay the $1.33 billion owed to the bondholders into an escrow account by the time of its next interest payment to holders of the exchanged debt.

The 2nd Circuit heard an appeal of that order on February 27. Two days later, it directed Argentina to provide details of "the precise terms of any alternative payment formula and schedule to which it is prepared to commit."

BOND OPTIONS

In its 22-page submission late on Friday, Argentina said that under a so-called par bond option, the bondholders would receive bonds due in 2038 with the same nominal face value of their current bonds. They would pay 2.5 percent to 5.25 percent a year, Argentina said.

Bondholders would also receive an immediate cash payment of past due interest, Argentina said. And they would receive derivative instruments that provide payments when the country's gross domestic product exceeds 3 percent a year.

The par option, though, is restricted to small investors, unlike the discount option, the seemingly more applicable fit for NML and Aurelius.

Under the discount proposal, holdouts could receive discount bonds due in 2033 that pay 8.28 percent annually. The holdouts would also receive past due interest in the form of bonds due in 2017 paying 8.75 percent a year, and GDP-linked derivative units.

Blackman, Argentina's lawyer, wrote that the proposal, unlike what he called the "100 cents on the dollar immediately" formula Griesa adopted, "is consistent with the pari passu clause, longstanding principles of equity, and the Republic's capacity to pay."

It was unclear on Saturday how the court might view Argentina's proposals.

Euginio Bruno, a lawyer and bond restructuring expert with the law firm Estudio Garrido Abogados in Buenos Aires, said the government's Friday proposal "was within expectations, considering the legal constraints on offering anything better than the terms of the 2010 restructuring."

Argentina has a "lock law" that keeps governments from improving the terms of previous restructurings.

Representatives for NML and Aurelius declined to comment on Saturday on Argentina's filing.

Earlier in the week, the holdouts scored a victory over Argentina when the 2nd Circuit denied a full court review of its October ruling on the equal treatment provision.

The United States had backed Argentina in seeking the review, contending the 2nd Circuit's decision ran "counter to longstanding U.S. efforts to promote orderly restructuring of sovereign debt."

Argentina and holders of its restructured bonds say that granting the holdouts 100 cents on the dollar could complicate future sovereign restructurings around the world.

Argentine Vice President Amado Boudou repeated on Saturday that Argentina would continue repaying investors who participated in the restructuring no matter how the U.S. court case is resolved.

"One way or another, Argentina will pay," he said.

The case is NML Capital Ltd et al v. Republic of Argentina, 2nd U.S. Circuit Court of Appeals, No. 12-105.

Clashes erupt in 2 cities in northern Egypt

CAIRO (AP) ? Clashes have erupted in two cities in northern Egypt, the latest demonstrations held against Egypt's Islamist President Mohammed Morsi.

Hundreds of unidentified assailants threw stones and fire bombs at protesters rallying against Morsi's Muslim Brotherhood Friday in the Mediterranean city of Alexandria. Separately, protesters and riot police clashed after demonstrators tried to torch a Muslim Brotherhood office in the Nile Delta city of Zagazig.

The protests are part of a nationwide call to rally against what the protesters claim are unfair actions that Morsi has taken against the opposition.

On Monday, Egypt's prosecutor general issued arrest warrants for five of Egypt's most prominent democracy advocates and activists over allegations that they instigated violence last week near the Brotherhood's headquarters in Cairo where nearly 200 people were injured.

Ex-Anglican leader says Britain's PM alienating Christians

LONDON (Reuters) - British Prime Minister David Cameron is alienating Christians by promoting gay marriage, an influential former leader of the world's 80 million Anglicans said on Saturday.

In a strongly worded article, former Archbishop of Canterbury George Carey said Cameron's plan to legalize gay unions hid an "aggressive secularist" approach that threatened the link between church and state.

The comments echoed widespread concern about the policy among some Christians - and also highlighted the challenge facing Cameron whose efforts to modernize his center-right Conservative Party have antagonized some traditional party voters.

"The danger I believe that the government is courting with its approach both to marriage and religious freedom, is the alienation of a large minority of people who only a few years ago would have been considered pillars of society," Carey wrote in Britain's Daily Mail newspaper.

Carey's comments come at a bad time for Cameron, who as the economy flounders is attempting to woo right-leaning voters with tough talk on immigration and the European Union.

The former Anglican leader also condemned what he saw as a lack of government support for Christians who choose to wear a cross at work, a practice that has been challenged in the past due to rules on religious expression at the workplace.

He cited a survey by pollster ComRes saying more than two thirds of Christians in Britain felt they were a "persecuted minority" and that more than half who voted Conservative in 2010 would not do so in 2015.

"It was a bit rich to hear that the prime minister has told religious leaders that they should 'stand up and oppose aggressive secularization' when it seems that his government is aiding and abetting this aggression every step of the way," Carey said.

Cameron's Downing Street office rejected Carey's accusations, and praised the church's role in charities and education, but did not address the issue of gay marriage.

"This government strongly backs faith and Christianity in particular, including backing the rights of people wanting to wear crosses at work and hold prayers at council meetings," Downing Street said in a statement.

"The prime minister values the profound contribution that Christianity has made and continues to make to the country, which is why he strongly backs it," the statement continued.

Carey was Archbishop of Canterbury from 1991 to 2002. Current Archbishop Justin Welby this month said some gay relationships were "stunning" in quality, but he is also opposed to gay marriage.

As elsewhere in Europe, the number of regular churchgoers in Britain has been declining in recent decades.

Pope extends hand of friendship to "Muslim brothers and sisters" during Good Friday rite

ROME - Pope Francis reached out in friendship to "so many Muslim brothers and sisters" during a Good Friday procession dedicated to the suffering of Christians from terrorism, war and religious fanaticism in the Middle East.

The new pontiff, who has rankled traditionalists by rejecting many trappings of his office, mostly stuck to the traditional script during the nighttime Way of the Cross procession at Rome's Colosseum, one of the most dramatic rituals of Holy Week.

With torches lighting the way, the faithful carried a cross to different stations, where meditations and prayers were read out recalling the final hours of Jesus' life and his crucifixion.

This year, the prayers were composed by young Lebanese, and many recalled the plight of minority Christians in the region, where wars have forced thousands to flee their homelands. The meditations called for an end to "violent fundamentalism," terrorism and the "wars and violence which in our days devastate various countries in the Middle East."

Francis, who became pope just over two weeks ago, chose, however, to stress Christians' positive relations with Muslims in the region in his brief comments at the end of the ceremony.

Standing on a platform overlooking the procession route, Francis recalled Benedict XVI's 2012 visit to Lebanon when "we saw the beauty and the strong bond of communion joining Christians together in that land and the friendship of our Muslim brothers and sisters and so many others."

"That occasion was a sign to the Middle East and to the whole world, a sign of hope," he said.

Friday's outreach followed Francis' eyebrow-raising gesture a day earlier, when he washed and kissed the feet of two women, one a Muslim, in the Holy Thursday ritual that commemorates Jesus' washing of his apostles' feet during the Last Supper before his crucifixion.

Breaking with tradition, Francis performed the ritual on 12 inmates at a juvenile detention centre, rather than in Rome's grand St. John Lateran basilica, where in the past, 12 priests have been chosen to represent Jesus' disciples.

Before he became pope, the former Cardinal Jorge Mario Bergoglio long cultivated warm relations with Muslim leaders in his native Argentina. In one of his first speeches as pope, he called for the church and the West in general to "intensify" relations with the Muslim world.

The Vatican's relations with Islam hit several bumps during Benedict XVI's papacy, when he outraged Muslims with a 2006 speech quoting a Byzantine emperor as saying some of Prophet Muhammad's teachings were "evil and inhuman." And in 2011, the pre-eminent institute of Islamic learning in the Sunni Muslim world, Cairo's Al-Azhar institute, froze dialogue with the Vatican to protest Benedict's call for greater protection of Christians in Egypt.

However, Francis' past outreach to the Muslim community in Argentina seems to have changed that. Al-Azhar's chief imam, Sheik Ahmed el-Tayyib, sent a message of congratulations to Francis on his election and said he hoped for co-operation.

The Vatican's efforts to reconcile with the Islamic world have not been welcomed by all. Italy's most famous Muslim convert to Catholicism, Magdi Allam, announced last week he was leaving the church because of its "soft" stance on Islam. Allam was baptized by Benedict XVI in 2008 during the high-profile Easter Vigil service when the pope traditionally baptizes a handful of adults. There has been no Vatican comment on his about-face.

Thousands of people packed the Colosseum and surrounding areas for the nighttime procession, holding candles wrapped in paper globes as Francis sat in silent prayer as a giant torch-lit crucifix twinkled nearby. Some in the crowd had Lebanese flags around their shoulders in an indication of the special role Lebanese faithful played in this year's procession.

Lebanon has the largest percentage of Christians in the Middle East ? nearly 40 per cent of the country's 4 million people, with Maronite Catholics the largest sect. As civil war has raged in neighbouring Syria, Lebanon's Christian community has been divided between supporters and opponents of Syrian President Bashar Assad.

Overall, Christians in the Middle East have been uneasy as the Arab Spring has led to the strengthening of Islamist groups in most countries that have experienced uprisings. Thousands of Christians have fled the region ? a phenomenon that the Vatican has lamented, given Christianity's roots in the Holy Land.

"How sad it is to see this blessed land suffer in its children, who relentlessly tear one another to pieces and die!" said one of the Good Friday meditations. "It seems that nothing can overcome evil, terrorism, murder and hatred."

Francis picked up on that message, saying Christ's death on the cross is "the answer which Christians offer in the face of evil, the evil that continues to work in us and around us."

"Christians must respond to evil with good, taking the cross upon themselves as Jesus did," he said.

At the end of the ceremony, a male choir sang a haunting Arabic hymn, a reflection of the Eastern rite influence that infused the ceremony.

On Saturday, Francis presides over the solemn Easter Vigil ceremony in St. Peter's Basilica and on Sunday, he celebrates Easter Mass and delivers an important speech. Usually the pope also issues Easter greetings in dozens of languages.

In his two weeks as pope, Francis' discomfort with speaking in any language other than Italian has become apparent. The Vatican spokesman, the Rev. Federico Lombardi, said Friday "we'll have to see" what Francis does with the multilingual greetings.

The Good Friday procession was conducted entirely in Italian, whereas in years past the core elements recounting what happens at each station would be recited in a variety of languages.

Cell reprogramming during liver regeneration

During embryonic development, animals generate many different types of cells, each with a distinct function and identity.

"Although the identities of these cells remain stable under normal conditions, some cells can be persuaded to take on new identities, through reprogramming," says Ben Stanger, MD, PhD, assistant professor of Medicine in the Division of Gastroenterology at the Perelman School of Medicine, University of Pennsylvania.

Researchers have been able to reprogram cells experimentally, but few have shown that cells can change their identities under normal physiological conditions in the body, particularly in mammals.

In the cover article of this month's issue of Genes and Development, Stanger, PhD candidate Kilangsungla Yanger, Yiwei Zong, PhD, and their colleagues, did just that in the liver of a mouse. Stanger is also an investigator in the Abramson Family Cancer Research Institute and the Department of Cell and Developmental Biology.

The adult liver contains two major cell types ? hepatocytes and biliary cells ? that differ dramatically in appearance and function. Hepatocytes are the main cell type in the liver, where they synthesize proteins and other macromolecules, and detoxify toxic substances. Biliary cells, on the other hand, line the bile ducts, which carry bile from the liver to the small intestine to help digest fats.

Using a sensitive method to tag and track how cells develop and differentiate, the researchers found that conditional expression of an activated Notch1 gene converted hepatocytes into biliary cells. Notch is an important receptor for relaying signals to tell cells how to develop.

What's more, after the researchers injured liver cells with a variety of toxins to stimulate wound healing, they found that over two to three weeks hepatocytes activated a biliary cell program on their own, acquiring the shape and function of biliary cells. These changes were dependent on the activation of endogenous Notch signaling.

"This is direct evidence that cells can be converted from one mature cell type to another in a live animal, as part of a normal response to injury," says Stanger. "We think that augmenting pre-existing cell reprogramming relationships may be another way to engineer cells for the treatment of diseases in which there are not enough bile ducts, such as cholestasis."

Tablet computers acceptable for reading EEG results, study says

Mar. 29, 2013 ? Mayo Clinic physicians in Arizona have shown that tablet computers can be used to analyze electroencephalogram or EEG results outside of the clinic or hospital. Their study findings were recently presented at the American Academy of Neurology conference in San Diego.

"The fact that this gives doctors the ability to read EEG results from anywhere can only help patients in the long run," says Matthew Hoerth, M.D., a neurologist at Mayo Clinic in Arizona.

An EEG is a painless procedure that uses electrodes attached to a person's scalp to detect electrical activity in the brain. Brain cells are constantly communicating via electrical impulses, even when someone is asleep. This activity shows up as wavy lines on an EEG recording.

The objective was to determine whether a computer tablet is an acceptable alternative to the traditional laptop for remote EEG interpretation. The findings showed that the tablet cost significantly less and weighed less than the laptop and had a comparable screen resolution. The greatest disadvantage to the tablet compared to the laptop is screen size. Boot-up time was significantly longer for the laptop and desktop. An EEG is one of the main diagnostic tests for epilepsy and may also play a role in diagnosing other brain disorders. The epilepsy division at Mayo Clinic in Arizona interprets EEGs for Mayo Clinic Hospital as well as three other institutions across Arizona, where they have remote access for interpretation to all locations. "With high volumes of EEGs and multiple systems and facilities to read from, the efficiency of technology is essential to many physician practices," says Dr. Hoerth. "Despite the marginally smaller screen size, the ease of use, accessibility, and reliability make the tablet a viable option for its integration into the tele-EEG practice.

A Truly Special Election in South Carolina

If only for entertainment, the most compelling contest this year is South Carolina?s special election, which could pit former Gov. Mark Sanford against the sister of comedian Stephen Colbert. If Sanford wins a runoff Tuesday against conservative activist Curtis Bostic?hardly a foregone conclusion?he would face Elizabeth Colbert-Busch on May 7.

Conventional wisdom suggests Sanford would start as a front-runner in a Republican district that gave Mitt Romney 58 percent of the vote. But scandal-plagued candidates are uniquely vulnerable, even in the most favorable districts. Even though he may win a runoff against an underfunded Republican, Sanford?s approval ratings are weak and he remains vulnerable against a credible Democrat.

It?s an open question whether Colbert-Busch fits that bill. One Democratic automated poll showed the race deadlocked, but privately Democrats are taking a wait-and-see approach. And Democratic strategists are keeping a close eye on the contest, knowing that an upset in South Carolina could perpetuate the narrative of ongoing GOP woes.

German migrant program offers cautions for US

BERLIN (AP) ? In gritty backstreets of Berlin, housewives wearing head scarves shop for lamb and grape leaves. Old men pass the time in cafes sipping coffee, chatting in Turkish and reading Turkish newspapers.

More than three million people of Turkish origin live in Germany ? the legacy of West Germany's Cold War-era program to recruit temporary foreign labor during the boom years of the 1950s and 1960s when the country rebuilt after World War II.

What started as a temporary program has changed the fabric of German urban life ? from mosques on street corners to countless shops selling widely popular Doener kebab fast food sandwiches.

Germany's experience with "guest workers" offers lessons for the United States as it debates immigration reform, including whether to provide a path to citizenship for unskilled foreign laborers, or whether there should be additional temporary-only visas for such workers. President Barack Obama has urged Congress to begin debate in April after lawmakers return from a two-week recess.

Decades after Germany's formal guest worker program ended in the early 1970s, the country is still wrestling with ways to integrate Turks ? the second biggest group among the estimated 15 million-strong immigrant community ? into German society.

"When you bring people to work, it's quite hard to tell them to go back one day," said Goecken Demiragli, a social worker whose grandmother came to Berlin from Turkey in 1968. "That was the biggest mistake: to think that if you don't need them, they will go."

Initially, the Germans felt they didn't need an integration path.

They foresaw a temporary program of rotating labor, where workers from Turkey, the Balkans and southern Europe would spend a couple of years on an assembly line and then go home to be replaced by others if industry still needed them.

But factory managers grew tired of retraining new workers every couple of years and convinced authorities to allow contract extensions.

Many immigrants, especially young Turkish men who faced grinding unemployment at home, opted to stay in Germany, bringing their families and building lives here despite discrimination in education, housing and employment.

Although immigrants could stay legally with government-issued residence permits, they could not apply for citizenship for 15 years, although the period has been shortened in recent years. Without fluent German, and state-supported language programs, many were unable to pursue good educations and well-paying jobs.

As a result, the Turkish community remains the least integrated immigrant group in Germany, according to the private Berlin Institute for Population and Development.

Immigration critics blame the Turks for refusing to abandon traditions of rural Turkey, failing to learn German and take advantage of educational opportunities. Critics note that more than 9percent of marriages by ethnic Turks are to other Turks ? in part because of cultural restrictions against marrying outside the Muslim faith.

Over the years, the existence of a parallel society of marginalized people speaking a different language and following different religious and social customs has triggered a backlash in a country which only recently has considered itself a nation that welcomes immigrants.

Thilo Sarrazin, once a top official of Germany's central bank, wrote in a 2010 best-seller that immigrants were dumbing down German society and that Turkish and Arab immigrants were reluctant to integrate. The firestorm that followed forced Sarrazin out of his bank post, but his book sold over 1.5 million copies.

Others fault successive German governments for being slow to recognize the immigration problem and moving only in recent years to put in place programs to combat discrimination, provide German language training and offer a speedier path to full citizenship.

"The West German government should have devised comprehensive integration measures as part of family reunification policies but did not," a 2009 study for the Washington-based Migration Policy Institute. "Consequently, integration problems began to take root in West Germany."

In the meantime, an entire generation grew up feeling estranged, living in urban ghettoes apart from the mainstream and unable to take part in political life. Even well-educated Turks who have assimilated believe that stigma remains alive today.

"There's this categorization ... that you are not the same as the others," said Demiragli, the social worker, who was born in Germany but did not get citizenship until she was 16. "That is a feeling that grows in you if you do not have strong parents who can support you and give you the feeling that you are still special."

Overt discrimination has abated since the 1970s and 1980s when real estate ads in German newspapers contained phrases like "Only for Germans" or "No Foreigners." But Turkish residents say subtle barriers remain.

"Now it's more hidden," said Bekir Yilmaz, head of a Turkish community organization in Berlin. "You look for housing, you make a telephone call, you can speak German well but when you stand in front of the landlord, they say 'oh the apartment is taken.'"

Yilmaz believes the problem has worsened since the 9/11 attacks in the United States and the war on terror smeared the image of Muslims.

"The West had its enemy in communism but communism is gone. Now it's the Muslims," Yilmaz said. "The Turks here are no enemy. They have lived here for years, and their children born here. This has nothing to do with reality."

German attitudes toward immigration and citizenship also proved an obstacle to full and rapid integration. Although attitudes are changing, Germany never perceived itself as an immigrant society like the United States. German society values conformity.

Unlike the United States, Germany does not automatically grant citizenship to anyone born on German soil. Even though the naturalization process has been shortened, it still takes years and requires knowledge of the German language and history.

In 2000, a new law granted German citizenship to German-born children of longtime legal residents. By age 23, those children must decide whether to keep German citizenship or their parents' nationality.

Chancellor Angela Merkel's government has refused calls from Turkish and other immigrant communities to allow dual citizenship. Many immigrants are reluctant to apply for German citizenship because they want to hold on to their original nationality.

"I think we should have a dual citizenship here in Germany," said Ayvaz Harra, a German citizen of Turkish origin who sells bread in a Berlin market. "My family has property in Turkey and I would like to inherit it. Right now it's not possible."

But others believe the core problem was the government's failure to foresee the long-term effects of the temporary labor program.

"The problem here is that there is a picture of how Germans should live and if somebody is living differently, it doesn't fit," Demiragli said. "I think that in 20 to 30 years it will be a totally mixed community, especially here in Berlin. If we get over that 20 years, I think it will be a totally different situation."

Eyeballs found in trash at Kansas City gas station

KANSAS CITY, Mo. (AP) ? Police say they are trying to determine how a medical box containing a pair of eyeballs ended up in a trash bin at a gas station in Kansas City.

Police spokesman Steve Young says a worker at a Conoco station in the city's north called police after finding the cardboard box late Wednesday. The box was labeled, "Keep refrigerated."

Young says police aren't sure if the eyes are human, or whether any crime has been committed. Surveillance video shows two men in a blue Toyota leaving the package on the trash bin.

Police say no eye banks or hospitals in the area were awaiting delivery of any eyeballs.

The Jackson County Medical Examiner's office is holding the package while the investigation continues.

Senate Bill S-209, which would make martial arts like judo, jiu-jitsu, muay thai, kickboxing and karate, and mixed martial arts competitions legal in Canada for the first time, began its first House of Commons committee airing today without much of a fight.

An entire strip of shops, bars, and restaurants in Ginowan City, has gone out of business, signs with prices in dollars still hanging in the windows. Only a barbershop is open. There, the staff chat, lounging in salon chairs once full of customers.

US military bases nearby used to house the majority of its clientele, but following increased tensions with locals, the military personnel began to follow strict curfews, dealing a significant blow to local businesses along the way.

And last week,?after years of back and forth between Tokyo and Washington, Prime Minister Shinzo Abe moved to secure the fate of?the Futenma Marine base in Okinawa, which may finally be relocated to a less densely populated part of the island. What appears to be victory for the Japanese ? who petitioned for its removal on the grounds that it was too loud, dangerous, and caused problems for residents ? could be a further blow to the local economy here.

Since October, American military personnel stationed across Japan have been subject to curfews following the rape and robbery of an Okinawan woman by two US Navy sailors. The men were sentenced in January to nine and 10 years in Japanese prison for their crimes, but many Japanese were enraged by what many saw as another in a long list of attacks on local people.

?The restrictions on the troops going off-base since the incident last year has hit nearly every business around here. Lots of places have closed down,? says taxi driver Tomohide Kiyuna. ?The young ones used to get dressed up smart and take taxis into the city at the weekends.?

?I still carry dollars so I can give them change when they pay in US currency,? he adds, pulling a wad of greenbacks from his top pocket. ?But I don't need them so much these days.?

Absence of US dollars

Okinawa hosts about three-quarters of the US military installations and half the personnel stationed in Japan, despite accounting for only 1 percent of the country's land mass. Nearly a fifth of the island is occupied by bases.

The absence of US dollars in the shops in Ginowan may be a precursor of times to come around the island. ?As plans move ahead to relocate more troops and bases to other parts of Okinawa and out of Japan, including 4,000 Marines from Okinawa to Guam, the owners of businesses that have?popped?up around them are concerned.

On March 22, Japan's Defense Ministry submitted a plan to the Okinawan prefectural authorities to build a new facility on the northeast coast of the island, to replace the US Marine Corps Air Station Futenma base that sits in the middle of Ginowan City.

The latest proposal follows years of often-strained back-and-forth between Tokyo and Washington over the Futenma base, and is blamed for costing former Prime Minister Yukio Hatoyama his job. In 2010, he resigned after eight months in office after failing to deliver on an election pledge to relocate the controversial facility.

?My basic policy is that we should not leave the Futenma base as it is for a long time,??Prime Minister Abe told reporters in Tokyo last week after submitting the relocation proposal.??I want to do my best to reduce Okinawan people?s burden.??

Although some locals vehemently oppose the presence of the US military on the island at all, others are conflicted. It has brought undeniable economic benefits to Japan's poorest prefecture, where the average income is less than half of that in Tokyo.

Empty Ferris wheel

A couple of miles from Futenma, the lights of the Ferris wheel at the American Village leisure complex burn bright, but it sits idly, waiting for a smattering of locals to board. ?Some 50 percent of its customers come from the nearby bases, according to Satoshi, who manages the wheel and asked only to be identified by his first name due.

?I really don't know if I want the bases to go or not. There are a lot of incidents with the military guys that don't even make the news. If there were no problems like that, I'd probably be OK with them,? Satoshi adds. ?It would help, too, if we were allowed to go onto the bases the way they can come out, when there aren't curfews. It is Japanese land that the bases are on.?

Masumi Hanashiro, grew up in Ginowan but now manages the Anoten Japanese restaurant six miles away in Naha City, the capital of Okinawa.?

?It's true that the bases are noisy and kind of dangerous, and there have been some terrible incidents. But even with all that, I want them to stay here,? says Mr. Hanashiro. ?My father works on Futenma maintaining the water system. The jobs on the bases pay well, and a lot of people apply for them. I tried to get one myself.?

?There's nothing to replace it, especially with the economy the way it is at the moment,? says Hanashiro. ?A lot of the people who protest against the bases are older and retired; the young people need the work.?

Conflicted

?This economic argument is disputed by people like veteran antibase campaigner Yoshikazu Makishi.

?When Okinawa was handed back to Japan by America in 1972, around 20 percent of the island's economy depended on the bases, now the figure is 5 percent. And there used to be 25,000 Okinawans working on the bases, now there's only 9,000; those people found other work to do,? says Mr. Makishi.

?If that land was freed up, other businesses would come and use it,? he says.

One plan is to turn the island into an entertainment hub. Hiroshi Osaki, the CEO of Yoshimoto Kogyo, Japan's biggest talent agency and management company, is the man with the vision to transform Okinawa, by transforming the military facilities into in a performing arts school.?

?We would like to see young creative people from all over Asia come here and help revitalize the island by building a new industry,? says Mr. Osaki. ?But it will depend on whether the plans go ahead to relocate the base. In the end, that's something that the local people have to decide on.?

MERIDEN, Connecticut (Reuters) - The gunman who killed 20 children and six adults at a Connecticut elementary school fired 154 rounds in less than 5 minutes, selecting high capacity magazines from a home arsenal stocked with swords, knives and a cache of guns, officials said.

Investigators also found a newspaper clipping about a mass shooting in the home that Adam Lanza shared with his mother, along with a gun safe in his bedroom, receipts from shooting ranges and National Rifle Association certificates for both of them, according to court papers released on Thursday.

To carry out the second deadliest school shooting in U.S. history, the 20-year-old Lanza used 30-round magazines at Sandy Hook Elementary School in Newtown, said Connecticut Governor Dannel Malloy after the previously sealed searches of Lanza's car and home were made public.

"We now know that he left the lower capacity magazines at home," Malloy said in a statement. "This is exactly why we need to ban high capacity magazines and why we need to tighten our assault weapons ban."

The pale yellow two-story suburban colonial house where Lanza lived is directly across the street from the home of Dylan Hockley, 6, who died in his teacher's arms in the massacre. The Hockley family has since moved to another part of town.

The searches showed that Lanza had many weapons besides the AR-15-type assault rifle and two handguns used in the December 14 attack.

The rampage started at the family home, where authorities say he shot dead his mother, Nancy Lanza, and then drove to the school he once attended. There he killed the 20 children, six staff members and then himself.

In addition to the cache of guns, three samurai-style swords and boxes of bullets, police found items that could offer some clues on Adam Lanza's thinking.

Among them were a 2008 New York Times clipping on an Illinois school shooting and books on Asperger's syndrome and autism. Friends of the Lanza family had described Adam Lanza as having Asperger's syndrome, which is a form of autism.

For some in the tight-knit southern New England town, the release of the new details only inflamed emotional wounds.

"We struggle every day to stay on the path of recovery and every bit of information that becomes part of the public discourse holds a potential hurt for a family who has already suffered immeasurable harm," said Newtown First Selectman E. Patricia Llodra.

"I appreciate that full and accurate information may help us, as a society, learn how to predict and prevent such horrors from happening in the future. That gain, however speculative, must be balanced against the hurt experienced by those in the eye of the storm," Llodra said.

GUN VIOLENCE DEBATE

The attack, which President Barack Obama called the worst day of his presidency, reignited a fierce debate on gun violence and gun regulation in the United States.

The National Rifle Association came out swinging after the incident, calling on armed guards to patrol every public school in the country, while gun-control advocates called for tighter restrictions on both the process to buy guns and the types of guns and ammunition clips that may be sold.

The Second Amendment of the U.S. Constitution protects the right to gun ownership.

Police found NRA certificates in the names of both Adam Lanza and his mother, according to the documents. Police found Nancy Lanza's body in her bed with a gunshot wound to her forehead and a rifle on the floor nearby.

Mayors Against Illegal Guns on Thursday released a TV ad featuring family members of the victims calling for tighter control of guns. Broadcast in Hartford, Connecticut, it was aimed to encourage a proposed Connecticut gun-control law.

"We cannot afford to wait for another tragedy," said New York City Mayor Michael Bloomberg, the group's co-chairman. "It's long past time for elected officials to listen to their constituents and pass reforms like comprehensive background checks that we know will save lives."

The documents were released on the same day that a group of Newtown residents planned to protest at the National Shooting Sports Foundation, less than 3 miles from the school, over the NRA's opposition to new gun control laws. Newtown residents were enraged after receiving a slew of robo-calls on behalf of the NRA that were critical of gun control laws.

The court papers said police searching the Lanza home found an Enfield Albian bolt-action rifle, a Savage Mark II rifle, a revolver, three samurai-style swords with blades measuring up to 28 inches and a 6-foot, 10-inch wood handled pole with a blade on one side and a spear on the opposite side.

They also found a smashed computer hard drive and a gun safe in the room they believed to be Adam Lanza's bedroom.

FBI agents interviewed one or more people who described Lanza as "a shut-in and avid (video) gamer who plays Call of Duty amongst other games." It was noted that the Sandy Hook Elementary School was his "life."

The search also turned up a Saiga 12 shotgun and two magazines containing 70 rounds of ammunition in the car Lanza drove to the school.

UFC lightweight champ Benson Henderson goes 2-1 at jiu-jitsu tournament

UFC lightweight champion Benson Henderson will fight Gilbert Melendez on April 20, but he took on other competitors over the weekend. Henderson competed in the 2013 Pan Jiu-Jitsu Championships. He won his first two matches, but lost 8-0 to Jaime Soares Canuto.

Henderson, a brown belt in jiu-jitsu, decided to do the tournament for fun. It wasn't a break from training for the bout with Melendez. Henderson's coach said he did six rounds of MMA sparring on Saturday before competing on Sunday. Instead, it was just a little bit of competition.

Heat's Wade to miss his second consecutive game

ORLANDO, Fla. (AP) ? Miami coach Erik Spoelstra says that shooting guard Dwyane Wade will miss his second straight game with a sore right knee.

The Heat are seeking their 27th consecutive victory Monday night against the Orlando Magic. Guard Mike Miller will start again in his place.

Wade sat out Miami's victory against Charlotte on Sunday night. Spoelstra says that Wade is feeling "a lot better" but that they don't want to risk him aggravating the injury further.

Wade will be reevaluated on Tuesday.

Wade has appeared in 64 games this season and is second in scoring behind LeBron James, averaging 21.5 points, 5.0 rebounds and 5.0 assists per game.

Scientists confirm first 2-headed bull shark

Scientists have confirmed the discovery of the first-ever, two-headed bull shark.

The study, led by Michigan State University and appearing in the Journal of Fish Biology, confirmed the specimen, found in the Gulf of Mexico April 7, 2011, was a single shark with two heads, rather than conjoined twins.

There have been other species of sharks, such as blue sharks and tope sharks, born with two heads. This is the first record of dicephalia in a bull shark, said Michael Wagner, MSU assistant professor of fisheries and wildlife, who confirmed the discovery with colleagues at the Florida Keys Community College.

"This is certainly one of those interesting and rarely detected phenomena," Wagner said. "It's good that we have this documented as part of the world's natural history, but we'd certainly have to find many more before we could draw any conclusions about what caused this."

The difficulty of finding such oddities is due, in part, to creatures with abnormalities dying shortly after birth. In this instance, a fisherman found the two-headed shark when he opened the uterus of an adult shark. The two-headed shark died shortly thereafter and had little, if any, chance to survive in the wild, Wagner added.

"You'll see many more cases of two-headed lizards and snakes," he said. "That's because those organisms are often bred in captivity, and the breeders are more likely to observe the anomalies."

The shark was brought to the marine science department at Florida Keys Community College. From there, it was transported to Michigan State's campus for further examination.

Wagner and his team were able to detail the discovery with magnetic resonance imaging. Without damaging the unique specimen, the MRIs revealed two distinct heads, hearts and stomachs with the remainder of the body joining together in back half of the animal to form a single tail.

As part of the published brief, Wagner noted that some may want to attribute the deformed shark to exposure to pollutants.

"Given the timing of the shark's discovery with the Deepwater Horizon oil spill, I could see how some people may want to jump to conclusions," Wagner said. "Making that leap is unwarranted. We simply have no evidence to support that cause or any other."
